Insights, and other combined metrics, are sourced from various sets of project-level data. That data is rolled up into a summarized figure to represent an aggregated view of a single metric.
Insights are enabled using the View aggregated data permission.
When you enable the View aggregated data permission, anyone who’s granted the permission will have access to project-level and issue-level data. This means a user could see a project’s average estimations, or issue count, the name of any issue type, and a team’s cycle time or deployment frequency.

If you’re not already there, navigate to yourcompany-managed project.
From your project sidebar, go to Project settings > Permissions.

5. Select Update. Users granted permission to View aggregated data will be pre-populated.
6. Choose to grant or revoke access for any logged-in user, or specific cohorts. Options include project-level users, roles, and groups. It doesn’t apply to issue-level grant categories such as Reporter, Current assignee, User custom field value, and Group custom field value.
7. When you’re done, select Grant.
If you disable the View aggregated data permission for certain users, they won’t be able to view insights and some reports.

You can use a JQL filter to define which issues appear on your board or backlog.
Although insights live on your board and backlog (and deployments view), they surface project-level data. This is what gives you a holistic view of your efforts and possible areas for improvement.
The insight feature won’t display unless your filter includes a specific project. This includes filters based on an issue type, such as a Bug, or an assignee, as well as user-owned boards.
A project admin can see if your board or backlog is based on a JQL filter.
If you’re not already there, navigate to your company-managed project.
From your project’s sidebar, select Project settings > General.
Find the Filter section. If your board is set to a specific JQL query, it will be listed here
